Because Ctrl+ScrollLock is the same as Ctrl+Break,
and Ctrl+Break cancels dialogs. Okay, that answer actually raises two more questions.

Install this update to resolve an issue where a connection cannot be established to any off-link addresses on a system running Windows Vista when the default gateway is configured to be the same as the client IP address. After you install this item, you may have to restart your computer.
